Some oekaki Doodle, it even has some background story.
You all know the adage (?) "Harm set, harm get"?
The literal interpretation of the german sentence would be "He who sets snares for others falls into them himself." which explains the shovel and hole.
There's some rip-off of it, with a completely different and... well, obvious meaning.
Translation of it would be "He who does harm to other guys, must have a harm-doing-device."
